Details from District 2: District 2 Legislator bills gain peer approval

By:
State Senator Steve Kolbeck

Hello, District 2,

With just seven legislative days remaining, we are in the final stretch of session. I want to provide you with an update on our district’s progress and other significant developments in the Senate.

Senate Bill 131, which I sponsored with the support of Representative Kull, will reach the House floor this week. This bill establishes electronic titles for vehicles, modernizing the current system. Having faced no opposition all session, this bill demonstrates broad legislative support. By streamlining the titling process, it will improve efficiency, reduce paperwork, and make vehicle transactions more convenient for all South Dakotans.

District 2 had two significant wins Monday with the signing of Senate Bill 219 and House Bill 1097. Representative Sjaarda’s SB 219 ensures schools accept cash payments for all school-affiliated events, allowing parents and community members to support students without unnecessary barriers.

Representative Kull’s HB 1097 updates training requirements for nonresident physicians, making it easier for them to gain experience in South Dakota. By easing entry requirements, this legislation will help to attract more doctors, strengthening our healthcare system and expanding access to care.

As we near the end of the session, this week marks my final meeting as Chair of the Senate Taxation Committee. We have just two bills remaining – House Bill 1235 and House Bill 1245.

Property tax relief has been a top priority, and I’m proud of the thoughtful discussions my committee and I have led to develop fair and effective solutions. The legislation we have advanced to the Senate floor aims to provide tangible financial relief while maintaining the integrity of essential public services.

As always, please feel free to reach out with any questions or concerns. I appreciate your continued engagement and look forward to keeping you updated in these final days of session.
