THE MINNEHAHA COUNTY BUILDING COMMITTEE CONVENED AT 7:30 A.M. May 18, 2021, pursuant to adjournment on May 04, 2021. Committee Members present were: Commissioners Barth, Bender, Beninga, Heiberger, and Karsky; Facilities Director Kriens; and Commission Administrative Officer Muller.  Also present was Rhonda Bennett, Deputy Auditor.  
MOTION by Beninga, seconded by Heiberger, to approve the May 04, 2021 Building Committee Meeting Minutes.  5 ayes.
BUILDING PROJECTS
Alicia Collura, Assistant Director of Public Health, briefed the committee on the City Health Department exploring options for current and future space needs. Resources available for approximately $1.1 million in Federal Capital Funds.
Craig Dewey, Assistant Commission Administrative Officer, gave an overview on the Guaranteed Maximum Price (GMP) on the Highway Facility. Dave Derry and Mike Ralston, Henry Carlson Construction, updated the committee on the material price escalations. Dick Strassburg, Tegra, addressed the drainage issue.
Craig Dewey, Assistant Commission Administrative Officer, also presented on the refresh options for the Administration Building Project. Commissioners Bender and Karsky noted that the minimum refresh would be done to keep the building functional. They stressed the need for a strategic plan for a new building to address continued county growth.

Sara Koob,4509 S. Tennis Lane, Sioux Falls, asked the commissioners to address the upcoming Marijuana issues.
Austin Carlson, 48763 256th St., Garretson, addressed concerns regarding opposition to the Wind Mill Installation on the Minnesota/South Dakota border and how it will affect his residential area.  
ORDINANCE
Scott Anderson, Planning & Zoning Director, was present for the Public Hearing and Second Reading on Cedar Ridge Planned Development Amendment #21-01. This amendment addressed a lot that was being subdivided into 3 lots. Proponents for the amendment that spoke were Eric Willadsen, Willadsen Lund Engineering, and Brad Wagner, property owner at 47534 Cedar Ridge Place, Renner. They explained that the original buyer for the six-acre lot backed out and it will be easier to sell as 3 two acre lots. No Opponents were present.  MOTION by Beninga, seconded by Heiberger, to approve the subdivision. Roll Call Vote: 4 ayes, 1 nay-Barth. 
ORDINANCE MC 16-169-21
AN ORDINANCE AMENDING THE 1990 REVISED ZONING ORDINANCE FOR MINNEHAHA COUNTY BY AMENDING CERTAIN PROPERTY WITHIN THE CEDAR RIDGE PLANNED DEVELOPMENT DISTRICT.
BE IT ORDAINED BY MINNEHAHA COUNTY, SOUTH DAKOTA:
That Ordinance MC16-90, the 1990 Revised Zoning Ordinance for Minnehaha County hereby amended as follows:  
Section 1: The Cedar Ridge Planned Development is hereby amended as follows: 
Article 10.00 – PD Planned Development District – to the Cedar Ridge Planned Development (10.0614) by adding two (2) additional single-family residential lots to Subarea A on property described as: N1/2 SW1/4 all in Section 3-T102N-R49W

BREIFING
Tom Weerheim, co-chair of the Mental Illness Board, gave a briefing on the Board of Mental Illness that included changes that were made in the last year including the need to treat clients via Zoom during the pandemic and send documents via email. 
Eric Bogue, Chief Civil Deputy State’s Attorney presented information regarding Initiated Measure-26 (Medical Marijuana) and sought direction from the Commission on any draft ordinance.  The Commission indicated that they would prefer an ordinance which placed the final permitting/licensing of medical cannabis establishments on hold until the State of South Dakota enacted administrative rules.  The Commission further indicated that they would like to schedule a hearing and first reading of such an ordinance for June 8th, 2021.
Ben Kyte, Auditor, gave a briefing on the Auditor’s Office. He highlighted the variety of functions the Auditor’s Office is responsible for including Elections, Tax Administration, Accounts payables, Capital Assets, Payroll, Liens, Document Management, Controller/Accounting, and Budget Management. 
AUTHORIZATION
MOTION by Barth, seconded by Heiberger, to authorized Ben Kyte, Auditor, to approve and accept funds from the South Dakota Reinvestment Payment Program to be allocated to the General Fund. The sales tax rebate funds, estimated to be between $400,000- $500,000, are connected to the completion of the Dakota Line Dairy project located south of Humboldt.
AGREEMENT
Upon the request of Carol Muller, MOTION by Heiberger, seconded by Barth, to authorize Chair to sign Amendment #1 to the SD Urban Indian Health Agreement.
BREIFING
Carol Muller, Commission Administrative Officer, gave a briefing on past precedence on designating Decision-Making Authority related to COVID.
AGREEMENT
Craig Dewey, Assistant Commission Administrative Officer, provided information on Amendment #1 to the agreement with JLG Architects for professional design services for the renovation of the Administration and Extension Buildings. MOTION by Bender, seconded by Barth, authorize chair to sign Amendment #1 to the contract with JLG Architects in the amount of $456,985.00.  5 Ayes.
LIASON REPORTS
Commissioner Barth noted that Humboldt Fire and Ambulance had purchased their new ambulance.
Commissioner Heiberger spoke on the MacArthur Safety and Justice Implementation Team meeting and the Justice Involved Leaders of Tomorrow had 9 graduates. The Community Engagement Committee invited tribal leaders to be involved with the next meeting on the Urban Indian Health. She also mentioned the Community Art Grant.     
Commissioner Karsky attended the Link Grand Opening on May 17, 2021.
NEW BUSINESS
Commissioner Bender expressed her appreciation for the employees in Law Enforcement. She also expressed gratitude to the departments for the all of work that went into the budget. 
OLD BUSINESS
Dean Karsky noted that there will be a Joint Sioux Falls City/Minnehaha County meeting at 5:00pm May 25, 2021.
