These contracts consist of furnishing specified materials for the annual term of the contract, generally including:

Sealed proposals shall be received by Minnehaha County Auditor’s Office, 415 N Dakota Avenue, Sioux Falls, SD  57104, not later than 10:15 a.m. March 17th, 2021.  Formal Proposals (Bids) shall be publicly opened and read at the Auditor’s Office at 10:30am.
Specifications and proposal forms that must be used are available at Minnehaha County Highway Department located at 2124 E 60th Street North, Sioux Falls, SD  57104. Formal Proposals (Bids) submitted on forms other than the proposal supplied by the Minnehaha County Highway Department will be irregular and will not be considered.
Minnehaha County reserves the right to reject any or all formal Proposals (Bids), waive technicalities, and make award(s) as deemed to be in the best interest of the county.

Upon the request of Carey Deaver, Human Resources Director, MOTION by Barth, seconded by Heiberger, to approve temporary salary adjustments in the Highway Department for Shannon Schultz resulting in $4,265.60 bi-weekly and Hank Trumble resulting in $3,018.40 bi-weekly effective 2/27/21 for interim highway superintendent duties.  5 ayes.  
ABATEMENTS

Upon the request of Chris Lilla, Director of Equalization, MOTION by Bender, seconded by Barth, to approve an abatement of 2020 property taxes for John & Jocilyn Kok, 400 N Willow Creek Ave, Sioux Falls, in the amount of $449.70 on Parcel ID 91203 due to improvements on the property being assessed that did not exist on the property at the time fixed by law for making the assessment. By roll call vote: 5 ayes.
Upon the request of Chris Lilla, Director of Equalization, MOTION by Barth, seconded by Beninga, to approve an abatement of 2020 property taxes on Parcel ID 49493, 2804 S Marion Rd, Sioux Falls, in the amount of $401.38 representing the Elderly Assessment Freeze. By roll call vote: 5 ayes.
LIEN COMPROMISE
Melinda Storley, Commission Assistant, gave a briefing on an application for a compromise of lien for DPNO 103151 in the amount of $6,931.83. The lien represents Poor Relief for medical assistance recorded against the applicant in November 2020. The applicant is refinancing his home to reduce his monthly mortgage payment and needed to settle the lien to move forward. The compromise request was to compromise and release the lien in full upon payment of $3,600.00. The applicant reported income of $24,000.00, total assets of $235,300.00, and total liabilities of $175,938.82. According to a 2019 IRS tax return transcript, the applicant’s income at the time was $18,331.00 with a refund of $6,035.00. The applicant has not filed taxes for 2020. The applicant was present and spoke on his circumstances that led to the compromise request. Due to the applicant’s financial circumstances, familial circumstances, and his past history of fully paying off debts owed to the County, the Commissioners spoke in favor of offering a compromise for less than half of the total amount owed. MOTION by Bender, seconded by Heiberger, to approve Resolution MC21-12. By roll call vote: 5 ayes.
RESOLUTION MC21-12
WHEREAS, a County Aid Lien in the amount of $6,931.83, purports to exist in favor of Minnehaha County and against DPNO 103151 as Lienee, and 
WHEREAS, said lienee has filed an application with the County Auditor stating such facts as provided for by Law,
NOW, THEREFORE, BE IT RESOLVED that after due consideration of the circumstances the Board of County Commissioners finds it advisable and proper to authorize the Chair of the County Board and the County Auditor to execute the following:
Compromise and release the lien in full upon payment of $1,000.00.
If payment is not made within one year of approval, this agreement is null and void.

BRIEFINGS
Chuck Martinell, 4-H/Youth Development Advisor, gave a briefing on the 2020 Minnehaha County 4-H Programs highlighting the in-school/summer programs, the fall programs, the 4-H contests and events held, the volunteer service, and the plans for 2021. Due to COVID-19, virtual programming was provided.
Kris Graham, Southeastern Behavioral HealthCare CEO; Kim Hansen, Director of Operations Community Support Services Division and Mobile Crisis Team; Debbie Faini, Alternative Sentencing Program; and Melissa Tauer, Clinical Director of Adult Services, presented via Zoom Videoconference on the following programs: Mental Health Court, the Mobile Crisis Team, and the Public Defender’s Alternative Sentencing Program.
Jay Gilbertson, East Dakota Water Development District Manager, presented on the District’s boundaries, Board of Directors and staff, funding, groundwater protection, water festivals, data collection activities, watershed assessments including rotating basins, watershed restoration, financial assistance for government agencies and public utilities, and technical assistance in water resource related fields.
MOTION by Bender, seconded by Heiberger, to defer Item 13, Briefing on the Information Technology Department, to the March 2, 2021, Commission Meeting.  5 ayes.
LEGISLATIVE UPDATE
Carol Muller, Commission Administrative Officer, reported on the 2021 Legislative Session bills that impact Minnehaha County.
LIAISON REPORTS
Commissioner Barth reported on the February 22, 2021, Planning Commission Meeting. The following items were heard during the meeting: the expansion of a private airport, five (5) eligibility transfers, and the expansion of a rock quarry near Rowena.
MOTION by Bender, seconded by Beninga, to recess the Minnehaha County Commission Meeting for one (1) minute.  5 ayes.
MOTION by Bender, seconded by Barth, to reconvene the Minnehaha County Commission Meeting.  5 ayes.

THE MINNEHAHA COUNTY BUILDING COMMITTEE CONVENED AT 7:30 A.M. February 23, 2021, pursuant to adjournment on January 5, 2021. Committee Members present were: Barth, Bender, Beninga, Heiberger, Karsky, Kriens, Kyte, and Muller.
MOTION by Beninga, seconded by Bender, to approve the January 5, 2021, Building Committee Meeting Minutes.  8 ayes.
CASHFLOW PROJECTIONS
Ben Kyte, Auditor, gave a briefing on the Minnehaha County Campus Building Project Cashflow Projections that summarizes available cash resources and financing options the County needs to support potential capital improvement projects. In response to a question posed by Committee Member Heiberger regarding COVID funds, Carol Muller, Commission Administrative Officer, explained that action would need to be taken by the County Commission to move funds from the General Fund.
ADMINISTRATION & EXTENSION BUILDING
Craig Dewey, Assistant Commission Administrative Officer; Dick Strassburg, Tegra Group; and Dave Derry, Henry Carlson Construction, gave a briefing on the Administration and Extension Building renovation projects. Updated mechanical, electrical, and plumbing costs provided by Henry Carlson came in higher than expected. Alternative floorplan documents were provided by JLG Architects based on utilizing the second floor of the Administration Building for the State’s Attorney’s Office, moving the Equalization Department to the Extension Building, and moving the Commission Office and Commission Meeting Chambers to the third floor of the Administration Building. An alternative cost plan was provided by Henry Carlson showing costs aligned more with expectations. Upon the request of Committee Member Karsky, Mark Kriens, Facilities Director, spoke on the Administration Building’s mechanical infrastructure. Discussion centered around the reason for the unexpected cost estimate, the alternative plans and cost estimates provided, and the next steps to move forward with the project. Direction was given to get schematic designs to be brought forward at the next Building Committee Meeting scheduled for March 2, 2021.

Commissioner Karsky announced Item 5, Minnehaha County Office Standards Briefing, would be moved to the March 2, 2021, Building Committee Meeting. Carol Muller, Commission Administrative Officer, recommended a start time of 7:30 a.m. for the March 2, 2021, Building Committee Meeting.
