THE MINNEHAHA COUNTY COMMISSION CONVENED AT 9:00 A.M. June 1, 2021, pursuant to adjournment on May 25, 2021. Commissioners present were: Barth, Bender, Beninga, Heiberger, and Karsky. Also present were Rhonda Bennett, Deputy Auditor, and Eric Bogue, Chief Civil Deputy State’s Attorney.

COMPROMISE OF LEIN
Melinda Storley, Commission Assistant, gave a briefing on an application for compromise of lien for DNPO 21256 in the amount of $18,515.20.  The Lien represented legal fees and poor relief from 2003 to 2017. The couple have been divorced since 1995 and all amounts remaining on the lien are after that date. MOTION by Barth, seconded by Heiberger, to approve Resolution MC21-26. Roll Call Vote: 5 ayes.   
RESOLUTION MC21-26
 WHEREAS, a County Aid Lien in the amount of $ 18,515.20, purports to exist in favor of Minnehaha County and against DPNO 21256 as Lienee, and WHEREAS, said lienee has filed an application with the County Auditor stating such facts as provided for by Law, NOW, THEREFORE, BE IT RESOLVED that after due consideration of the circumstances the Board of County Commissioners finds it advisable and proper to authorize the Chair of the County Board and the County Auditor to execute the following:
Compromise and release the petitioner (wife) from the burden of the joint lien without payment, leaving the balance of the lien in full in the name of the lienee (husband).  Release the real property located at 924 W. 12th from the lien. Legal Description: The South 94 Feet of Lot 5 and the South 94 Feet of Lot 6 in Block 2 of Folsom’s Addition to the City of Sioux Falls, Minnehaha County, South Dakota, According to the Recorded Plat Thereof.

PUBLIC COMMENT
Sara Koob, 4509 S. Tennis Lane, #3, Sioux Falls, ask the Commission to look into the issue of pain management with Human Services. She is concerned that pain is being misdiagnosed for behavioral health issues.
BREIFINGS
Dustin Powers, Sioux Falls Planning and Development, gave a presentation on a request from C.R. Lloyd Associates, Inc. (Lloyd) to create a Tax Increment Financing (TIF) District in the city.  Luke Justen, from Lloyd, stated that the City and Lloyd have worked together on the redevelopment of the former Sioux Steel site downtown.  The TIF request is for $21,508,407 to assist in funding the construction of a parking ramp to support the density of the project.  This was originally TIF#22 but was delayed due to the pandemic and is being dissolved to create TIF District #24.
Dustin Powers, Sioux Falls Planning and Development, gave a presentation on a request from Cherapa II, LLC (Cherapa) to create a TIF District in the City of Sioux Falls to pursue the redevelopment of the Cherapa Place and Railyard redevelopment area in downtown Sioux Falls.  Jeff Scherschlight, from Cherapa, stated the request for TIF District #25 is in the amount of $25,375,592 to be used to assist in the construction of parking (both structured and surface), roads, and utilities to support the density of the project.
ALCOHOL LICENSES
MOTION by Heiberger, seconded by Barth, to approve a Consume & Blend Alcohol Beverage License Application from Brian DeJongh for an Event on June 12, 2021 at the Isaak Walton League. 5 ayes
BID AWARD 
Mike Mattson, Warden, reported on bids received for the Comprehensive Institutional Food Service and Technology services.  The two companies that submitted bids were Trinity Services Group and Summit Food Service. Marlin Sejnoha, Jr., Summit Food Service, spoke on their longstanding relationship with the Minnehaha County. Upon the request of Mike Mattson, Warden, Motion by Heiberger, seconded by Beninga, to approve the Summit Food Service bid for Institutional Food Service and Technology Services.  5 ayes.  A contract will be drafted, reviewed and presented to the Commission at the June 15th Commission Meeting.
Upon the request of Jacob Maras, Senior Project Engineer, Highway, MOTION by Heiberger, seconded by Barth, to authorize chair to sign the Joint Funding Agreement between Minnehaha County, the City of Brandon, and the City of Sioux Falls for the 2021 RAISE Grant Application Submittal. The Raise Grant is for the Maple/Park project. The costs have been split based off of the proration of roadway length within the three jurisdictions. The total cost of the grant application is $33,835.00. Costs are broken out as follows: City of Brandon $3,722, City of Sioux Falls $8,290, and Minnehaha County $21,823. 5 ayes

AGREEMENTS
Carol Muller, Commission Administrative Officer, gave a briefing on Amendment #1 for the Construction Manager At-Risk (CMAR) Contract with Henry Carlson Construction, LLC for the Administration and Extension Buildings Renovation in the amount of $2,365,851 for the Extension Building remodeling.  Motion by Barth, seconded by Heiberger, to approve Amendment #1. 5 ayes
Carol Muller, Commission Administrative Officer, briefed the Commission on the Amendment #1(Guaranteed Maximum Price) for the Construction Manager At-Risk (CMAR) Contract with Henry Carlson Construction, LLC. Contract for the Highway Building. The construction cost of the Highway Building is $11,543,455.  Motion by Heiberger, seconded by Barth to approve Amendment #1. 5 ayes
LIASON REPORTS
Commissioner Heiberger attended the Ribbon Cutting and Memorial service at the new Veteran’s Cemetery. 
Commissioner Bender mentioned the Open House on June 1,2021 at the Crook’s Community Center to discuss the Highway 130 Corridor Study.
Commissioner Karsky commented on the Grand Opening of the Link and the collaboration of Law Enforcement and 1st Responders.
