The Minnehaha County Board of Commissioners adopted Ordinance MC16-167-20 on August 25, 2020. This ordinance amended Ordinance MC16-90, the 1990 Revised Zoning Ordinance for Minnehaha County by Rezoning the property legally described as Tract 2A Wold Tracts (Ex H-1) in the NW1/4 NW1/4, Section 27-T103N-R49W, Minnehaha County, SD from the A-1 Agricultural District to the C Commercial District,
The entire ordinance is on file in the office of the County Auditor and available for inspection during regular business hours. .

THE MINNEHAHA COUNTY BUILDING COMMITTEE CONVENED AT 8:00 A.M. September 1, 2020, pursuant to adjournment on August 4, 2020. Committee Members present were: Barth, Bender, Beninga, Heiberger, Karsky (via teleconference), Kriens, and Litz. Committee Member Muller was absent.
MOTION by Barth, seconded by Beninga, to approve the August 4, 2020, Building Committee Meeting Minutes. By roll call vote: 5 ayes.
BUILDING FUND & JAIL PROJECT UPDATE
Kim Adamson, Finance & Budget Officer, provided an update on the Minnehaha County Building Fund Summary. Project revenues will exceed expenses for the Jail Expansion Project by approximately $1.3 million. The proceeds can be used for other capital projects such as the chiller replacement. It was determined that the $300,000 in the 2021 Building Fund Provisional Budget for Administration/Extension FF&E (Furniture, Fixtures, & Equipment) should be funded by the $250,000 that was previously transferred from the General Fund to the Capital Projects Fund in 2020. Exterior landscaping work relating to the jail expansion project will cost between $300,000 and $500,000. Tegra Group has recommended that the County pay these bills in 2020 with anticipated reimbursement in 2021. Therefore, it was advised that these costs be funded by the Building Fund rather than using bond proceeds.
FACILITIES PROJECTS UPDATE
Mark Kriens, Facilities Director, gave an update on the following projects: the Information Technology suite expansion, the Human Services front desk remodel, the Energy Plant chiller replacement, the Juvenile Detention Center (JDC) roof replacement status, and the Expo roof condition. Upon request for direction regarding the JDC roof replacement, Mr. Kriens was advised to hold off on pursuing the roof replacement until the JDC Director has had a chance to further research reasons to move or build a new facility.
GRAVEL PIT
Craig Dewey, Assistant Commission Administrative Officer, via teleconference, gave an update on the sale of the County’s Gravel Pit. The broker’s opinion of value was received on August 27, 2020. The Appraisal Board will be scheduling a time for a site visit. As originally proposed, the gravel pit is still expected to be sold in October. The Committee advised staff to move forward with resolution preparations to sell by auction.
FACILITY COMMITTEE UPDATES
Craig Dewey, Assistant Commission Administrative Officer, via teleconference, gave an update on the status of facility construction and renovation. The Highway Facility architect contract is in the final stages. The Construction Manager At-Risk was selected for the Highway Facility project and a contract is being drawn. The Highway Committee has attended site visits and has been meeting to consider designs of the facility. Tegra has been directed to prepare a Request for Proposals for architecture services in relation to the Administration & Extension Buildings projects.
NEW BUSINESS
Commissioner Barth reported on contact from the Minnehaha County Conservation District regarding their interest in sharing the Highway Facility.
PUBLIC COMMENT
Bob Litz, Auditor, reported on two ballot drop boxes to be placed on the County Campus. In response to a question posed via teleconference by Craig Dewey, Assistant Commission Administrative Officer, Auditor Litz spoke on the presence of security cameras around the proposed drop box locations.

AGREEMENT
DJ Buthe, Highway Superintendent, presented Amendment #1 to the Professional Services Agreement between Minnehaha County and Ulteig Engineers, Inc. to conduct engineering design for Highway Project MC20-08, Bridge Guardrail Rehab 2020. The amendment accounts for the need for additional specifications to ensure a contractor would be able to tie the new designs into the old structures. The amendment would increase the total fee by $25,835.00. MOTION by Heiberger, seconded by Barth, to authorize the Chair to sign Amendment #1 to the Professional Services Agreement between Minnehaha County and Ulteig Engineers, Inc. for Highway Project MC20-08, Bridge Guardrail Rehab 2020, at a cost not to exceed $57,488.50. By roll call vote: 5 ayes.
