THE MINNEHAHA COUNTY BUILDING COMMITTEE CONVENED AT 7:30 A.M. February 5, 2019, pursuant to adjournment on November 13, 2018. Committee Members present were: Barth, Bender, Beninga, Heiberger, Karsky, Kriens, Litz, and Muller.
MOTION by Heiberger, seconded by Beninga, to approve the November 13, 2018, Building Committee Meeting Minutes.  8 ayes.
BUILDING FUND & PROJECT UPDATE
Kim Adamson, Finance and Budget Officer, and Mark Kriens, Facilities Director, provided an update on the 2018 Project Costs, the Building Fund Cash Flow Analysis, and the Capital Improvements Schedule. Craig Dewey, Assistant Commission Administrative Officer, spoke on the status of the County Corrections Center and the use of its parking lot. Sheriff Mike Milstead spoke on the location of the triage center and its effect on future capital projects and the County Campus.
BUILDING PROPOSAL
Pete Hansen, Groove Inc. Executive Director, presented a proposal to construct a new building on the W.H. Lyon Fairgrounds. The construction of the building would be funded by Groove Inc. through donations already secured. Upon completion of the construction of the building, the County would take ownership of the property and lease the building to Groove Inc. Scott Wick, President and CEO of the Sioux Empire Fair Association, expressed interest in the proposal if the new building would allow for the Association’s offices to move from the Armory Building to the new facility. If the offices were to move to the new building, Mr. Wick noted that the potential need for renovation of the Armory Building to rent out the space. Mr. Wick also spoke on future plans and uses for the fairgrounds. Craig Dewey, Assistant Commission Administrative Officer, stated that any lease for the utilization of space at the Fairgrounds has a limit of 5 years. Committee Members discussed the proposal. The Committee requested Mr. Hansen to bring the proposal back to the next Building Committee Meeting with more information regarding potential costs to the County and to consider utilizing their available funds to stay in the Armory Building. Direction was given to County staff by the Committee to gather more information regarding costs of renovating the armory building.

AGREEMENTS
DJ Buthe, Highway Superintendent, presented a Professional Services Agreement between Minnehaha County and Banner Associates, Inc. (Banner) to conduct construction administration for Culvert Replacements 2019, Highway Project MC17-19. Banner will provide professional engineering services in all phases of the project, serve as the County’s professional engineering representative, and give professional engineering consultation and advice to the County. The cost is not to exceed $135,300. MOTION by Heiberger, seconded by Karsky, to authorize the Chair to sign the Professional Services Agreement with Banner Associates, Inc. to conduct construction administration for Culvert Replacements 2019, Highway Project MC17-19, at a cost not to exceed $135,300.  5 ayes.

The Goettsch property is legally described as Tract 1 of Feucht’s Subdivision of the Northeast Quarter of Section 28, Township 101 North, Range 47 West of the 5th P.M., Minnehaha County, South Dakota, and will be sold to the County at a cost of $4,904.90. The Eggers Family Trust property is legally described as the Northwest Quarter of Section 30, Township 101 North, Range 47 West of the 5th P.M., Minnehaha County, South Dakota, and will be sold to the County at a cost of $3,433.43. The first Edna M. Scott Family Trust property is legally described as the Southwest Quarter of Section 22, Township 101 North, Range 47 West of the 5th P.M., Minnehaha County, South Dakota, and will be sold to the County at a cost of $5,003.00. The second Edna M. Scott Family Trust property is legally described as the Southeast Quarter of Section 22, Township 101 North, Range 47 West of the 5th P.M., Minnehaha County, South Dakota, and will be sold to the County at a cost of $4,708.70. The Mossefin property is legally described as Lot H-2 in the East 429 Feet of the North 602 Feet of the Northeast Quarter of Section 27, Township 101 North, Range 48 West of the 5th P.M., Minnehaha County, South Dakota, and will be sold to the County at a total cost of $3,489.09. DJ Buthe, Highway Superintendent, presented an agreement between Minnehaha County and the South Dakota Department of Transportation (SDDOT) for the Railroad Crossing Improvement Program (RCIP), State Project Number PS 8050(75), PCN 066V. The agreement would provide funding for one railroad crossing improvement on County Highway 110 (248th Street). The estimated total cost is $48,097.74. The County’s share of the cost is 10%, which is estimated to be $4,809.75. The work shall include the removal of dilapidated wooden railroad crossing timbers to be replaced with new concrete pre-cast panels. MOTION by Beninga, seconded by Barth, to authorize the Chair to sign the Railroad Crossing Improvement Program Agreement for State Project Number PS 8050(75), PCN 066V, with the SDDOT at an estimated cost to Minnehaha County of $4,809.75.  5 ayes.
LEGISLATIVE UPDATE
Craig Dewey, Assistant Commission Administrative Officer, gave an update and status report of the 2019 Legislative Session on bills that impact Minnehaha County.
LIAISON REPORTS
Commissioner Barth reported that items regarding a concentrated animal feeding operation and a gravel pit that were brought before the Planning Commission have been appealed.
Commissioner Heiberger reported on the State’s Attorney’s Office being awarded over $9,000 for electronic discovery hardware.
