The regular meeting of the Brandon Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 10th of January 2022 at the Brandon Valley High School Community Room with the following members present:  Renee Ullom, Gregg Ode, Ellie Saxer (via phone), Nick Scott (via phone), and Gregg Talcott.  Absent: None.  Also present were Superintendent Jarod Larson, High School Principal Mark Schlekeway, High School Associate Principal Jordan Paula, Activities Director Bill Freking, Middle School Principal Brad Thorson, Intermediate School Principal Nick Skibsted, Assistant Intermediate School Principal Rick Pearson, Brandon Elementary Principal Merle Horst, Valley Springs/Inspiration Elementary Principal Tanya Palmer, Fred Assam Elementary Principal Susan Foster, Director of Instruction Sherri Nelson, Special Services Director Wendy Otheim, and Operations Manager Ty Hentschel.

Renee Ullom called the regular meeting to order at 6:30 p.m., beginning with the Pledge of Allegiance.

Motion by Ode, seconded by Talcott to approve the agenda as presented.  Motion carried.

Motion by Talcott, seconded by Ode to approve the minutes of the special meeting of December 8, 2021 and the regular meeting of December 13, 2021 as presented.  Motion carried

Motion by Ode, seconded by Talcott to approve the bills & claims as submitted (see attached).

Motion carried.

The cash report for the month of December, 2021 showed receipts of $3,976,105.35 and disbursements of $6,121,253.07 leaving a balance of $15,951,670.13.  The General Fund had receipts of $2,534,139.61, sent a temporary interfund transfer of $96,210.68 to the Bond Fund, and disbursements of $3,154,433.59, leaving a balance of $7,970,359.46.  Capital Outlay Fund had receipts of $382,149.37 and disbursements of $471,156.48, leaving a balance of $5,429,247.33.  Special Education Fund had receipts of $865,249.80 and disbursements of $777,935.52, leaving a balance of $1,861,181.34.  Bond Redemption Fund had receipts of $194,566.57, received a temporary interfund transfer of $96,210.68, and disbursements of $1,545,400.00, leaving a balance of $0.00.  Enterprise Fund had receipts of $0.00 and disbursements of $188.39, leaving a balance of $22,701.73. Lastly, the Capital Projects Fund has receipts of $0.00, and disbursements of $172,139.09, leaving a balance of $670,442.48.

The December, 2021 payroll totaled $2,458,256.83 which $1,238,500.26 was instructional, $704,218.03 was support services, $34,700.66 was co-curricular, $388,475.89 was Special Education, $92,186.99 was Food Service, and $175.00 was Driver’s Education. 

Motion by Talcott, seconded by Ode to approve the financial reports as presented for the month of November, 2021.  Motion carried.

Administrative reports were presented.   Superintendent Jarod Larson reported on the following:

The COVID-19 Information Website: https://brandonvalley.k12.sd.us/covid/covid.html is the centralized communication hub.   THE MESSAGE:  If you are sick – stay home!  COVID-19 vaccination available for children ages  5-11.  Larson encouraged families to communicate with their primary care provider and make the right personal choice for their situation.

A future federal requirement for School Bus Drivers will be an entry level driver training program.  This formalizes our current training procedure and also requires submission of documentation.  This requirement is effective February 7, 2022, with all licensed drivers prior to that date grandfathered into the program.  An up-coming BOE meeting will review and approve Entry-Level Driver Training (ELDT) Wage/Training position(s).

Brandon Elementary/Core Area Drainage Improvements:

° Convey small piece of unusable property to City of Brandon

°  SE corner of Brandon Elementary Land (South of field/track area)

° Component of large-scale drainage improvements

° Formal Agreement provided at future meeting

BV Listens 2.0!  The BV School District has disseminated a work environment survey to staff (for both certified and classified staff) with a January 18, 2022 deadline.  This aligns with our Strategic Plan for staff development to support highly effective teachers, leaders and staff. 

2021-22 School Calendar items include the following: Monday, January 3, 2022 ~ School resumed; Monday, January 17, 2022 ~ no school (workshop/in-service day); Friday and Monday, February 18 and 21, 2022 ~ no school (President’s Day).

The BVHS Addition priorities include General Classrooms, Ground Floor Special Education, Science Lab Classrooms, Maximize Land Usage/ Upgrade East Facility Face, all while minimizing the impact to parking.

Superintendent Larson stated that the Brandon Valley Middle School and Brandon Valley High School Student Councils will be joining the Brandon Area Chamber of Commerce out in Pierre, SD for the Brandon Day at the Legislature.  We look forward to having our student leaders involved in that process.

Brandon Valley High School Principal Mark Schlekeway reported that with the end of the semester this Friday, January 14, 2022, the High School will be holding semester tests this week with an adjusted schedule for that testing.  

Schlekeway also reported on the December Angel Tree. He thanked all that helped with the 580 gifts given out by our staff, students and family members in our community.  

Mid-Year graduation is scheduled for Wednesday, January 19th at 7 p.m. in the Performing Arts Center.  Eight graduates will be receiving their diplomas at this mid-year service.

Lastly, Sanford Aspire (the HS Internship program sponsored through Sanford Health) selected two of our students to do paid internships.  We finished the Fall Semester with our first Certified Nursing Assistants class, working with SE Tech.  Those two interns will be introduced to the Board of Education in the Spring.

Challenge Day is coming back to the High School, scheduled for Thursday, February 10th.  Any Board Member willing to attend, please contact Mr. Schlekeway.

Middle School Principal Brad Thorson congratulated the Gifted program on a challenge they organized right before the winter break.  This challenge consisted of donating food items for the food pantry and raising funds for the Brandon Community Foundation.  Numerous Middle School staff were taped to the walls of the Middle School for this challenge.  The group raised $1,400 and gathered over 500 pounds of food in this challenge.  Thank you to Mrs. Fettes for coordinating this effort, as well as all those that contributed.

Special Service Director Wendy Otheim thanked all the Special Education and General Education staff for their dedication in working through this “season” of illness.  She is thankful for all that have stepped up to fill in where needed while working through many absences due to illness.

Superintendent Jarod Larson reported on the proposed 2021-22 school year calendar.  This calendar has been through a review with the Administration, Teacher Liaison Committee, and the Classified Council and is consistent and corresponding to the previous year school year calendar.  Important dates to highlight are August 16, 2022 as new staff in-service, August 18, 22, and 23, 2022 with all staff returning.  Wednesday, August 24, 2022 is the scheduled first day of classes and Thursday, May 25, 2023 as the last day of classes for all BV students.  Brandon Valley High School graduation is schedule for Sunday, May 14, 2023.  This calendar will be presented for adoption at the January 24, 2022 regular Board of Education meeting.

Motion by Ode, seconded by Talcott to approve the following general business items:

1.  Approve amended 2021-22 Pandemic Response Plan, as presented.

2. Approve 2022 School Board Election Date of June 21, 2022.

3.  Acknowledge the Brandon Valley Education Association (BVEA) notification of contract negotiations for 2022 and beyond.

4. Approve membership agreement for Eastern South Dakota Food Buying Group (ESDFBG), effective for the 2022-23 school year, as presented.

Motion by Scott, seconded by Talcott to approve the following personnel items:

1. Approve recommendation to hire Elizabeth VanDyke, part-time CNS worker, Inspiration Elementary, $14.75/hour, effective January 3, 2022.

2. Approve recommendation to hire Kyla Taschner, long-term substitute for Jamie Hofland, BVIS Special Education Teacher, effective on or around February 5, 2022, for approximately 6 weeks.

3. Approve recommendation to change two part-time CNS positions to two full-time CNS positions; 1.0 FTE at BVHS and 1.0 FTE at BVMS, effective January 17, 2022.

4. Accept resignation/retirement notification from Jodi Arneson, Transportation Administrative Assistant, effective January 7, 2022.

5. Approve resignation/retirement notification from Stacy DeBoer, RBE Second Grade Teacher, effective at the end of the 2021-22 school year.

6. Approve recommendation to hire John Wright, bus/van substitute driver, paid according to the 2021-22 Transportation Hiring Schedule, effective January 11, 2022.

7. Approve recommendation to hire Cody Clites, bus/van substitute driver, paid according to the 2021-22 Transportation Hiring Schedule, effective January 11, 2022.

8. Approve request for leave without pay for Kimberly Moffitt, BVMS Special Education Educational Assistant for Friday, January 7, 2022 (one day).

9. Approve recommendation to hire Kama Kwiecinski, long-term substitute for Mariah Koch, BVMS Health/Family Consumer Science Teacher, effective on or around February 16, 2022, for approximately 8-12 weeks.

10. Approve recommendation to hire Dr. Amanda Nelson, BVMS Principal, $103,500.00, 11-month contract (219) days), two year contract, effective August 1, 2022 as presented.

11. Approve mid-year lane changes for the 2021-22 school year as follows:  Rachael Fode-BA to BA+15; Keegan Hecht-BA+15 to MA; Victoria Heinrichs-MA to MA+15; Jason Scheitler-BA+15 to MA; and Taylor Woodall-BA to BA+15.

12. Approve the following substitutes for the 2021-22 school year:  Abby Kaschmitter, Steve Ondrush, and Morgan Schroeder.

2. Request for maternity leave from Jamie Hofland, BVIS Special Education Teacher, effective on or around February 7, 2022 for approximately 6 weeks.

3. Transfer Jasmine Sanderson, part-time CNS Worker from BVIS to VSE, effective December 17, 2021.

4. Request for maternity leave from Stacey Wiese, BVMS Math Teacher, effective on or around Mary 17, 2022 for approximately 6-8 weeks.

5. Request for maternity leave from Leah Williamson, FAE Kindergarten Teacher, effective on or around March 21, 2022 for approximately 8 weeks.

6. Request for maternity leave by Denae Haiar, BVHS Math Teacher, effective on or around June 28, 2022 for approximately 10 weeks.

Sealed bids for the Construction of  the Brandon Valley High School Classroom Addition in Brandon, South Dakota,  will be received by Jarod Larson, Superintendent of Schools, Brandon Valley School District, at the Brandon Valley School District Administration Center Conference Room, located at 300 South Splitrock Boulevard, Brandon, South Dakota until 2:00 p.m. prevailing time on Thursday, February 10, 2022. The bids will be opened and read aloud.

A single combined bid will be received in accordance with the Construction Documents prepared by Architecture Incorporated, dated January 7, 2022.  All bidders shall take note of the AIA Document A701 “Instruction to Bidders”, the AIA Document A201 “General Conditions of the Contract for Construction”, and the Supplementary Conditions which are a part of the Construction Documents.

Each bidder must deposit bid security with the bid.  Such security shall be based upon the amount of the base bid and shall consist of a Bid Bond for ten percent (10%) of the amount or a certified check, cashiers check or draft in the amount of five percent (5%) of the base bid and drawn on a State or National Bank.  Such Bid Bond shall be issued by a surety authorized to do business in the state of South Dakota and payable to the Owner.  The Bid Bond shall guarantee the execution of the contract by the successful bidder and shall be held by the Owner until said contract is executed.  

No bidder may withdraw a bid for 30 days following the bid opening without a written request explaining the cause of the withdrawal and without written consent of the Owner after reviewing the cause.
