The Brandon City Council met in a special meeting session at 5:30 p.m. on Tuesday, October 15, 2019 at the Council Chambers at 308 S Main Avenue, Brandon, South Dakota.  Present were Dana Clark, Vickie David, Barb Fish, Tim Jorgenson, David Kull, Chuck Parsons and Mayor Paul J. Lundberg.  Others present were: City Administrator, Bryan H. Read and Finance Officer, Christina Smith.  City Engineer, Tami Jansma joined via phone.  Absent: None.  

Alderman Parsons moved and Alderman Jorgenson seconded to approve the agenda.  Motion carried.

Special meeting was called to hold a water utility rate work session with AE2S.  Miranda Kleven and Gregory Hansen from AE2S were present to discuss water utility rates.

At 6:23 p.m. Mayor Lundberg left the meeting and President Fish chaired the rest of the meeting.  At 6:29 Alderwoman David left the meeting.  

No formal action was taken.  

At 7:17 p.m., hearing no further business, Alderwoman Clark moved and Alderman Parsons seconded to adjourn.

PLANNING & ZONING COMMISSION

The Brandon Planning & Zoning Commission met in regular session at 6:30 p.m. on October 3, 2019 at the Brandon City Council Chambers. 

Roll call was taken.  Members present were Commissioners Paul Bosch, Brian Heidbrink, Brookes Noem, Rob Schoeneman, Jim Starzl and Alica Thiele.  Also present were Alderman Chuck Parsons, Building Official Paul Clarke, City Administrator Bryan Read and City Engineer Tami Jansma.  Absent was Mayor Paul Lundberg.

Commissioner Heidbrink moved Commissioner Noem seconded to approve the agenda as amended, removing items 3, 4 & 5 off the Consent Calendar for discussion.  Motion carried.

Commissioner Noem moved Commissioner Heidbrink seconded to approve the consent calendar which contained the following items: a plat of Aspen Harbor Addition Lots 3 & 13 Block 2 and a plat of The Original Town of Brandon Lot 10A Block 7.  Motion carried.

Discussion held on the plats of Tallgrass Addition Lot 11 Block 6; Tallgrass Village Lot 10A Block 2 and the plat of Tallgrass Village Lot 9A Block 2 – Commissioner Heidbrink had concerns with the property lines being platted to the center line of the road; safety concerns with cars backing out of driveways, etc.  Commissioner Heidbrink had concerns with the existing structures not being shown on the plats of Tallgrass Village Lots 9A & 10A Block 2.  Commissioner Heidbrink moved Commissioner Bosch seconded to approve the plats as presented.  Motion carried.

Commissioner Thiele moved Commissioner Noem seconded to approve the minutes of the September 19, 2019 regular meeting.  Motion carried.

A public hearing was held, as advertised, to consider a Re-Zone Application for 401 N. Sioux Blvd.  The Brandon Volunteer Fire Department is requesting to re-zone from GB-General Business to IN-Institutional.  Commissioner Heidbrink moved Commissioner Thiele seconded to make recommendation of approval of the Re-Zone Application to City Council as presented.  Motion carried.

A public hearing was held, as advertised, to consider changes to the Sign Ordinance, Chapter 15-14-5.  Commissioner Noem moved Commissioner Bosch seconded to make recommendation to City Council for approval. Motion carried.

A public hearing was held, as advertised, to consider an Ordinance for Small Cell Wireless Communication Facilities.  No action taken.  Will hold another public hearing at a future meeting.

Discussion held on a possible Planned Development District for the properties located at 101 N. Pipestone Street and 1304 E. Sylvan Circle.  Ben Soles, 721 S. 4th Circle, was present for discussion.  Ben is considering purchasing this property and selling the units separately.  No action taken.

Building Permits for September were presented: #20190268 - #20190303.  No action required.

At 7:03 p.m. having no further business, Commissioner Bosch moved Commissioner Heidbrink seconded to adjourn the Planning & Zoning Commission meeting.  Motion carried.
