The regular meeting of the Brandon Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 9th of November, 2020 at the Brandon Valley Performing Arts Center with the following members present:  Renee Ullom, Gregg Ode, Ellie Saxer, Gregg Talcott, and Nick Scott.  Absent: none.  Also present were Superintendent Jarod Larson, Business Manager Paul Lundberg, Brandon Valley Middle School Principal Brad Thorson, Brandon Valley Intermediate School Principal Nick Skibsted, Brandon Valley Intermediate Assistant Principal Rick Pearson, Robert Bennis Elementary Principal Kristin Hofkamp, Valley Springs Elementary School Principal Tanya Palmer, Special Service Director Kyle Babb, and Director of Instruction Sherri Nelson. 
 Renee Ullom called the regular meeting to order at 6:30 p.m., beginning with the Pledge of Allegiance. 
Motion by Talcott, seconded by Ode to approve the agenda as presented.  Motion carried.
Motion by Talcott, seconded by Saxer to approve the meeting minutes from the regular meetings of October 12, 2020 and October 26, 2020 as presented.  Motion carried. 
Motion by Talcott, seconded by Scott to approve the bills and claims as submitted (see attached).  Motion carried.
The cash report for the month of October 2020 showed receipts of $2,694,775.77 and disbursements of $5,352,566.58 leaving a balance of $17,130,717.92.  The General Fund had receipts of $2,011,064.54, with disbursements of $3,004,646.18, leaving a balance of $4,581,821.92.  Capital Outlay Fund had receipts of $262,032.68, with disbursements of $461,127.17, leaving a balance of $1,485,128.62.  Special Education Fund had receipts of $340,018.72, with disbursements of $770,804.67, leaving a balance of $227,770.78.  Bond Redemption Fund had receipts of $81,659.83, with disbursements of $0.00, leaving a balance of $115,754.72.  The Enterprise Fund had receipts of $0.00, with disbursements of $3,673.56, leaving a balance of $23,011.52.  The Capital Projects Fund had receipts of $0.00, with disbursements of $1,112,315.00, leaving a balance of $10,697,230.36.  
The October 2020 payroll totaled $2,508,532.44 of which $1,326,473.97 was instructional, $583,712.25 was support services, $49,944.14 was co-curricular, $423,681.99 was Special Education, $121,307.59 was Food Service, and $3,412.50 was Driver’s Education. 
Motion by Ode, seconded by Talcott to approve the financial reports for the month of October, 2020 as presented.  Motion carried. 
Administrative reports were presented.  Superintendent Jarod Larson outlined the Sparta Elementary School construction timeline:
Spring 2020:
° Construction continues with exterior/interior walls, masonry and precast in progress
° Collaborative BVSD/Sioux Falls Playground/Park Development/Expense Agreement ($336,823)
Fall 2020:  Naming Facilities Committee: November 12, 2020 Recommendation (tentative)
Fall 2020:  Elementary boundary line committee: Process completed
2020-21 School year:  Construction continues
Fall 2021:  School opens
Sparta Elementary School Staffing Timeline is as follows:  October – Internal general posting; January – Internal transfers processed; February – Approve new positions.
Other items to note regarding the new elementary school is that the staffing process is currently in-progress with Tanya Palmer assigned as the new building principal and other positions have been posted internally.  We will offer a strong viable curriculum as an educational offering following our District reading protocol consistent at all elementary buildings within the Brandon Valley School District.  We also have confirmed intent to operate the Ignite Program (Boys & Girls Club) before/after school childcare program at the new elementary school.  
District 10 & 25 Legislative Breakfast:  Wednesday, December 9, 2020 @ 7:30 a.m. (tentative).
Elementary staff laptop computers are estimated for distribution prior to Winter Break.  We purchased approximately $194,000 worth of laptop computers (250) for use by our elementary certified teaching staff with Coronavirus Funds provided to our District from the U.S. Government.
The Associated School Boards of South Dakota (ASBSD) Delegate Assembly will be held virtually on Friday, November 20, 2020.  The BVSD representative will be Ellie Saxer our City Affairs and & Legislation Committee Chair and also on the ASBSD Executive Board.
2021-22 Academic School Year Calendar Development:  Initial draft(s); Administrative Council, Teacher Liaison Council, and Classified Council review; Tentative Adoption timeline:  Monday, January 11, 2021 (Initial Presentation) and Monday, January 25, 2021 (Potential Approval Action). 
Current School Calendar items include:  Wednesday, November 11, 2020-No School (Veteran’s Day); Wednesday – Friday, November 25-27, 2020-No School (Thanksgiving break); Wednesday, December 23, 2020-two-hour early Dismissal and December 24, 2020 – January 3, 2021-No School (Winter Break); Monday, January 4, 2021-school resumes.
Lastly, Dr. Larson reported on the annual retired school district employee staff luncheon that is usually scheduled the first week in December. In past years, the Board of Education provided the meal and we have had a BVHS choir provide entertainment.  With COVID this year, Dr. Larson is working with former employee, Bill Miller, on continuing the annual event, however, it will be different.  It will include a grab and go type meal and plans are in progress for a virtual program.  Dr. Larson will update the board as plans solidify for this event.

Brandon Valley Middle School Principal Brad Thorson reported that the BVMS play, with over 80 students involved, will be held on Friday, November 20, 2020, at the BVHS Performing Arts Center.  Thank you to Advisors Jodi Ackerman and Sharon Schwebach for working through the many challenges that they have encountered to be able to move forward with this event for the BVMS students.
Superintendent Jarod Larson presented the 2020 State of the School Address, providing Academic data including the BV School District average ACT score of 23.2 (SD Average is 21.8), and a 98% Graduation/High School Completion Rate.  This report also showcases the 2020 Spring Closure – Distance Learning Report Card and other information including the Brandon Valley facilities and capacity information and implementation and progress update on the BVSD Strategic Plan.  To view the entire State of the Schools Address, visit the following website:  https://jl163.k12.sd.us/2020.state.of.schools.Presentation.pdf
Brandon Valley Elementary School Boundary Committee Process:  Objectives:  Minimize student impact, proactively manage student growth, and establish boundaries aligned for future growth.  Committee Result:  Develop elementary boundaries for the 2020-21 school year and develop a preliminary boundary concept for BV VISION 2040.  This committee will consist of Superintendent Larson, any Administration that would like to attend, and two parent representatives from each current elementary school (as recommended by elementary building principals).

As the committee navigates the elementary student enrollment impacted by boundary changes, they determined that all current 3rd grade students will be eligible to remain at their current attendance center.  Those students would be subject to the in-district open enrollment transportation policy and no transportation services will be provided.  Families will be required to submit a request to remain at their current attendance center.
Also, all other current elementary students may submit an in-district open enrollment application and those students would be subject to in-district open enrollment transportation policy and no transportation services will be provided.  They would also be subject to in-district open enrollment policies regarding classroom capacity.
BVSD will strive to accommodate requests for any current 3rd grade students and their siblings that wish to remain at their current attendance center.  We will do our best to accommodate but cannot guarantee all requests.
The committee consensus questions (as listed below) were all asked and supported 11-0:
- Can we agree that the 2021-22 Proposed Elementary Boundary Lines proactively manage student growth?
- Can we agree that the 2021-22 Proposed Elementary Boundary Lines align to future growth of the District?
- Can we agree that the strategies established to navigate enrollments impacted by the boundary change work to minimize student impact?
- Can we agree the BV VISION 2040 Boundary Lines align to the future growth of the District?
Motion by Saxer, seconded by Scott to accept the 2021-22 BVSD Elementary Boundary Line Report and Boundary Recommendations as presented.  Motion carried.

Motion by Ode, seconded by Scott to approve the following General Business items:
1. Approve the request to authorize the use of Coronavirus Relief Funds for HVAC/Air Exchange Improvements by G&R Controls through Omnia Partners Cooperative Pricing Program (Contract #R150505) in the amount of $93,658 as presented.
2. Approve 2020-21 Brandon Valley School District Title I, Part A Program Comparability Assurances Report as presented.
3. Approve agreement by and between the Brandon Valley School District and Inter-Lakes Community Partnership Head start Pre-Birth to Five Program as presented.
Motion carried.
Motion by Saxer, seconded by Talcott to approve the following personnel items:
1. Approve resignation of Danielle Rick, part-time BVIS Child Nutrition Worker, effective October 27, 2020.
2. Accept retirement/resignation from Martha Sewell, BVMS Art Teacher, effective at the end of the 2020-21 school year.
3. Approve recommendation to hire Edaan Cloos, long-term substitute for Michelle Kieffer, FAE 3rd Grade Teacher, effective on or about November 13, 2020, for approximately 10 weeks.
4. Approve recommendation to hire Cody Frerichs, Assistant Mechanic, full-time, $20/hour, effective November 23, 2020.
5. Approve recommendation to hire the following substitutes for the 2020-21 school year:  Macy Beck, Cole Sylliaasen.

The following personnel items were presented to the Board of Education as information only:
1. Request for maternity leave by Hope Stultz, BVIS Special Education Educational Assistant, on or around November 19, 2020 for approximately 8 weeks.
The following communications were presented from the Central Office and Board of Education:
1. Building permit applications – October 2020.
2. Thank you from Rick and Cassie Pearson for flowers sent in honor of the birth of their son, Ridge.
3. Thank you from Bonnie Duffy and family for the plant sent in memory of their son, Michael.
Board reports were heard. Board member Gregg Talcott reported on a recent Safety Committee Meeting.  The meeting discussed the “Stop the Bleed” presentation for all BV staff that was held last school year and Talcott thanked HS Principal Mark Schlekeway for making that available to staff and to the presenters for the information that they provided to train our staff in order to keep our students safe 
Board member Gregg Talcott also reported on the Buildings & Grounds Committee and stated that the enrollment trigger for the Brandon Valley High School has been hit and conversations have begun on future addition plans.
Board member Ellie Saxer reported on behalf of the Student Activities, Curriculum & Technology Committee and offered her congratulations to the BVHS Football team on their return to the Dome for the football championship game.  Dr. Larson also stated that ticket sales to the championship game are open to the public.  Information is available on the BVHS website.
